Shrinking to fit will lower the bitrate and quality. You will usually get better results if your original material is encoded to the correct bitrate to fit on your blank, as opposed to having a program like DVD Shrink transcode it to fit. The reason a program like CCE produces better compressed vid quality is that it will actually re-encode to the appropriate bitrate.
